You can't apply for Australian citizenship after just 2 years of PR — but the rules are more nuanced than many people think. Here's exactly when you become eligible and what the physical presence test requires.
The Short Answer: No, Not After Just 2 Years of PR
To apply for Australian citizenship by conferral, you must have been:
Physically present in Australia for at least 4 years in the last 4 years before applying
A permanent resident for at least 1 year of those 4 years
Not unlawful or a temporary resident for the preceding 4 years
You cannot satisfy the 4-year physical presence test with just 2 years of PR — unless you already had 2+ years of lawful temporary residence in Australia before getting PR.
How the Residency Calculation Actually Works
The 4-year clock starts from your first arrival in Australia on a lawful visa — not from when you got PR.
Example 1 (fastest route):
Arrived in Australia on 482 visa: Year 0
Got PR (189 granted): Year 2
Apply for citizenship: Year 4 (4 years since first arrival, 2 years as PR — meets both requirements)
Example 2 (direct PR):
Got 189 visa from overseas: Year 0
Arrived in Australia: Year 0
Apply for citizenship: Year 4 (all 4 years as PR)
In Example 1, your 2 years on the 482 counted toward the 4-year physical presence requirement. So if you got PR 2 years in, you're eligible after just 2 more years of PR.
But: If you arrived directly on a PR visa with no prior time in Australia, you need 4 years in Australia total — with at least 1 year as PR. So the minimum before you can apply is 1 year as PR (assuming 3+ prior years in Australia on a temporary visa).
Absences From Australia
You are allowed up to 365 days of absence from Australia during the 4-year period. However, in the final 12 months before you apply, you must not have been absent for more than 90 days in total.
If you travel frequently, your absences reduce your count of days in Australia — potentially extending your eligibility date.
The Citizenship Test
When eligible, you must pass a citizenship test covering:
Australian values and democratic principles
Your rights and responsibilities as a citizen
Australian history and government
