Skilled migrants have always been attracted to Canada and, with new immigration regulations in place, it is now easier than ever to immigrate to one of the world’s most economically and politically stable countries.

In a bid to grow the Canadian economy, the country described as “the land of plenty” and “the land of peace”, is now opening its door to more immigrants. The new immigration application management process for the Canadian Economic Immigration program aims to meet current needs in the Canadian economy and will allow for more employment opportunities for immigrants and of course more recruitment possibilities for employers.

These changes to the economic immigration system will benefit employers too. It will simplify the process of finding suitable candidates to fill vacant positions. By linking LIMA and Job Bank employers will have a simplified means of meeting the LMIA’s advertising requirements. The program allows for great flexibility while eliminating backlogs through the introduction of the new 6-month processing time.

The New Canadian Application Management System: Express Entry

Express Entry took effect in January 2015 and consists of an easy two-step application process which is:

Step 1

Complete a profile for Express Entry and register with the Canadian Job Bank. Your profile will then be added to their pool of prospective employees.

• Interested candidates must submit an online Express Entry profile.
• Applicants will then be assessed based on their language proficiency, education, Canadian work experience and other factors which may contribute to their success in Canada.
• Skills are self-declared, based on appropriate test results.
• Candidates who meet the criteria of one of the federal economic immigration programs, which are subject to Express Entry, are placed in the Express Entry pool.
• Candidates then start the process of promoting themselves to prospective employers.

This would include registering with Job Bank and making sure Canadian Employers are aware of the fact that you are registered with Express Entry.

Step 2

Receive an invitation to apply at which you may apply for permanent residency.

• Once you receive your job offer you will soon be offered an ITA (Invitation to Apply) for your Permanent Residency (PR).
• Candidates with an ITA will have 60 days in which to apply for their permanent residency in Canada. Applicants must employ one of the following economic immigration programs as a means of application and would be expected to meet the specific criteria as set out in either of these immigration programs:

1. Federal Skilled Worker Program (FSWP)

2. Federal Skilled Trades Program (FSTP)

3. Canadian Experience Class (CEC)

4. Provincial Nominee Program (PNP)

How Express Entry works

• Express Entry means that foreign nationals, or potential candidates, express their interest in immigrating to Canada by completing the two-step Express Entry application process by completing their profiles and registering at Canada’s Job Bank.
• Their application will then be submitted into a pool of other interested job seekers .
• Once in the job pool applicants are encouraged to promote and ‘sell’ themselves to prospective Canadian employers.
• Job Bank helps to match your application with the needs of an employer or recruiters interested in your skill set.
• All Express Entry candidates’ profiles are also submitted to the CIC and Provinces and Territories meaning employers can continue to fill positions in provinces and territories as they currently do.

Why is the Express Entry system replacing the old system?

The Canadian government found that the old recruitment process was difficult to navigate and applications would take more than a year to be processed. This created a bottleneck situation in finding appropriate talent from abroad. This ultimately negatively impacted on the growth of the Canadian economy – a situation that had to be corrected.

The Express Entry process means that the Canadian government, provinces and territories and prospective employers will play a direct role in economic migration.

It also means that the new and improved Job Bank will match Canadian employers with prospective employees from a pool of suitable candidates when positions can’t be filled by the current Canadian work force.

Unlike the old system applicants registered with the Express Entry process and in possession of a valid job offer or Provinces and Territories nomination will receive an invitation to apply for permanent residency much faster.

Citizenship and Immigration Canada will, by using this system be able to select candidates who are most likely to succeed in Canada – rather than merely accepting those applications that are first in line.

Processing Times

Express Entry candidates can now expect applications to be processed in less than 6 months.

What about the Provinces and Territories?

Provincial and territorial (P/T) nominations will continue and grow under the new system as the Key Partners of the Express Entry program with the added bonus that they will be able to nominate candidates who meet their unique regional labour market needs.

More so, once an Express Entry candidate has been identified through a PNP, it will speed up their invitation to apply for permanent residency.
